This paper examines the effect of personnel training and development on organizational performance, using Adamawa State University, Mubi as a case study. The study investigates how structured training programs influence employee competence, motivation, and institutional efficiency within a public university context. Drawing on human capital theory and the resource-based view, it employs a survey design complemented by quantitative analysis using descriptive statistics and regression models. The findings indicate that employee training and development have a significant positive effect on organizational performance, enhancing staff productivity, confidence, and job satisfaction. However, the results also reveal challenges such as funding constraints, inconsistent implementation, and limited long-term career impact. These findings align with prior research emphasizing the role of continuous learning in achieving institutional effectiveness. The study contributes localized empirical evidence to the literature on human resource management in Nigerian higher education, offering insights for policymakers and administrators seeking to strengthen workforce capacity and improve organizational outcomes.
